Altcoin Rules — Composite Score Engine Rebuilt

The Altcoin Rules scoring engine was rebuilt from scratch — and the cache bug is fixed.

Altcoin Rules went through a serious upgrade. The composite score calculation was rebuilt to use admin-configurable weights per indicator, historical score series for trend tracking, and a more accurate modifier system. We also fixed a critical bug (BUG-7) where the cache was always empty — meaning the tool was loading but silently showing stale or missing data. That's resolved.
