Gulf Tech Investors Double Down on AI, Keep Crypto Bets Amid Regional Tensions

UAE investors are treating the current market turbulence as a buying opportunity rather than a warning signal. New data reveals a calculated strategy: selectively accumulating AI and crypto exposure while geopolitical risks rattle the region's infrastructure ambitions.

The Dip-Buying Pattern

eToro data shared with us shows UAE investors accelerated purchases of software and AI infrastructure stocks during the first quarter selloff—precisely when most would expect risk-off behavior. The numbers tell a compelling story: ServiceNow jumped 125%, Super Micro Computer gained 65%, Adobe rose 54%, and Oracle climbed 38%. These aren't panic purchases; they're conviction plays on long-term themes.

Josh Gilbert, market analyst at eToro, breaks down the psychology: "UAE investors became more selective over where they took risk in Q1, and investor behavior was driven by long-term themes rather than a risk-off mindset." Translation: they're not abandoning the digital infrastructure thesis—they're just picking winners more carefully.

On the crypto side, the signal is equally clear. Strategy Inc. remains the eighth-most-held stock among UAE investors, demonstrating sustained appetite for crypto-linked equities despite headline noise around regional conflict.

Why the Gulf Won't Back Down

Here's what keeps us bullish on the region's tech trajectory: a Deutsche Bank analysis from April 13 concluded that geopolitical shocks typically sharpen rather than derail demand for AI, cybersecurity, and sovereign digital infrastructure. The Gulf's structural advantages remain intact.

The region controls roughly $5 trillion in sovereign wealth fund capital globally as of 2025, with Abu Dhabi's vehicles among the most aggressive backers of AI deals worldwide. Add cheap energy costs and an unusually dense pipeline of data center projects, and the fundamentals don't disappear because of military tensions.

On-the-Ground Reality Check

We reached out to crypto operators actually running businesses in Dubai. HashKey MENA's managing director Ben El-Baz told us operations remained "broadly functional" thanks to cloud-based trading and custody systems that don't depend on physical proximity. Remote work disruptions are real, but they're not dealbreakers.

Binance continued normal operations despite early reports suggesting otherwise. A spokesperson confirmed employees received relocation options as a precaution, but "the vast majority" stayed put. Conferences like Token2049 were postponed—not canceled.

Ento Capital's senior executive Hayssam El Masri captured the shift perfectly: investors moved from "confidence-driven to risk aware," but they're not exiting the region. The calculus is simple—war-tested resilience plus ongoing infrastructure investment strengthens the GCC's long-term positioning in crypto and cloud.

Regulatory Clarity as Anchor

Dubai's Virtual Assets Regulatory Authority (VARA) kept rolling out its activity-based framework throughout the turmoil, including detailed guidance on token issuance and formal crypto derivatives rules. Sean McHugh, VARA's head of market assurance, explained the counterintuitive advantage: "In periods of stress, serious market participants do not seek the lightest-touch jurisdiction, they look for the clearest one."

That's the play. Transparent licensing, visible supervision, and active enforcement become competitive advantages when uncertainty spikes.

Alpha Take

UAE investors are voting with their capital: they believe the AI and digital asset opportunity in the Gulf outweighs near-term geopolitical risk. The selective buying pattern shows sophisticated portfolio management, not panic liquidation. Regulatory clarity combined with structural economic advantages—cheap energy, sovereign wealth firepower, data center density—creates a credible long-term thesis that even conflict stress-testing can't break.
